No. SNOMED CT is a code system, the dictionary. Value sets are curated selections drawn from it for a specific context, such as one form field or one message element. Binding and validation should always happen at value set level, never against a whole code system.
How do local Trust codes fit alongside SNOMED CT?
They belong in the same machinery: hosted as first-class code systems, versioned, owned, and reachable by the same runtime operations. The goal is not zero local codes, which is unachievable. It is zero ungoverned codes.
